7.      School Advisory Council Membership Lists 2009-2010  (Anusavice)

 

Florida Statute 1001.452 and School Board policy require that a list of School Advisory Council members be submitted annually by each school to the School Board for approval.

 

8.      Increase in Fingerprinting Fee for Contractor/Vendor for Retention of Prints  (Longstreth)

 

The Florida Department of Law Enforcement (FDLE) has imposed a fee associated with the retention of fingerprints for individuals who are fingerprinted as a contractor or vendor with any Florida school district.  Fingerprints submitted for contractors/vendors are retained in the FDLE’s Florida Shared School Results System (FSSRS) and for the purpose of working with a Florida public school district, are valid for five (5) years.  Effective July 1, 2009, the $24 retention fee will be collected at the time of submission of fingerprints.  The new cost of the fingerprint-based criminal history background submissions for contractors and vendors is $81.25.

 

 9.     Individuals with Disabilities Education Act (IDEA) Funds  (Black)

 

The Exceptional Student Education Federal Entitlement projects funds has been allocated for the purpose of supporting special education and related services to students with disabilities in Alachua County.  American Recovery and Reinvestment Act of 2009 (ARRA) funds are to stimulate the economy in the short term, invest in education and other essential public services and to improve student achievement through school improvement and reform.

 

10.    Title I, Part A—Improving the Academic Achievement of the Disadvantaged 2009-10 Project Application  (Hall)

 

The Title I project includes 19 elementary schools, six charter schools, one private school, the Horizon Center, Character Counts Center, and A. Quinn Jones Center.  Individual school plans are integrated into school improvement plans and include research-based models incorporating computer-assisted instruction, direct instruction, study skills strategies, and extended learning opportunities.

 

11.    Title I, Part A—Improving the Academic Achievement of the Disadvantaged 2009-10 American Recovery and Reinvestment Act (ARRA) Project Application  (Hall)

 

Title I funds allocated under the ARRA will be allocated to schools through this project application to save jobs and provide continued instructional support to students and staff in all qualifying schools.  The Title I project includes 18 elementary schools, seven charter schools, one private school, the Horizon Center, Character Counts Center, and A. Quinn Jones Center.  Individual school plans are integrated into school improvement plans and include research-based models incorporating computer-assisted instruction, direct instruction, study skills strategies, and extended learning opportunities.

 

12.    Title I Part A—School Choice with Transportation 2009-2010 Project Application  (Hall)

 

The activities and funds described in this project application meet the No Child Left Behind Requirements to provide school choice options and supplemental educational services (tutoring) to students who attend Title I schools identified as in need of improvement.

 

13.    Title I Part D—Subpart II, Local Programs for Neglected and Delinquent American Recovery and Reinvestment Act (ARRA) 2009-2010 Project Application  (Hall)

 

The activities and funds allocated in this project application are designed to meet the educational needs of students who are identified as at-risk or being served in programs designed for neglected and delinquent students.

 

14.    Title I Part D—Subpart II, Local Agency Programs for Neglected and Delinquent 2009-2010 Project Application  (Hall)

 

The activities and funds allocated in this project application are designed to meet the educational needs of students who are identified as at-risk or being served in programs designed for neglected and delinquent students.

 

15.    Contract Renewal with the University of Florida College of Health and Human Performance  (Wise)

 

This annual contract renewal with the University of Florida College of Health and Human Performance provides for a program of supervised clinical education for athletic training students who are part of the University of Florida Athletic Training Education Program (ATEP).  These students provide additional athletic trainer support to the UF certified athletic trainer assigned to BHS, EHS, GHS, and SFHS.  There are no direct costs to the School Board.

 

16.    New Components for 2009-2010 Master In-Service Plan  (Shewey)

 

The Florida Department of Education requires School Board approval for new and revised components for the Master In-Service Plan of Alachua County Public Schools.

 

17.    Adults with Disabilities Grant  (Caudle)

 

A proposal has been prepared for submission to the Florida Department of Vocational Rehabilitation for continuation funding for the District’s Adults with Disabilities grant.  A total of $38,657 is requested to provide educational services for adults who have a medical verification of disability.

 

18.    Application for Head Start Cost of Living Adjustment (COLA)  (Caudle)

 

An application has been submitted to the Department of Children and Families Office of Head Start, Atlanta, for a Cost of Living Adjustment (COLA) to the 2009-2010 grant award.  The COLA funding will increase the award amount previously requested through the Office of Head Start by $454,650.

 

19.    State Fiscal Stabilization Fund  (Caudle)

 

A proposal has been prepared for submission to the Florida Department of Education for the State Fiscal Stabilization Fund.  These one-time funds are intended to help stabilize state and local government budgets in order to minimize and avoid reductions in education and other essential public services.  The program will help ensure that local educational agencies (LEAs) have the resources to avert cuts and retain teachers.  The program may also help support the modernization, renovation, and repair of school facilities.  The District is applying for funding under three categories:  Education Stabilization Fund (K-12), Government Services Fund (K-12), and Government Services Fund (Workforce Development) for a total of $9,214,042.00.

 

20.    Title II, Part A—Teacher and Principal Training Grant  (Caudle)

 

A proposal has been prepared for submission to the Florida Department of Education for a Title II, Part A:  Teacher and Principal Training grant.  This award provides funds to each Local Educational Agency on an entitlement basis.  The intent of the program is to increase student academic achievement through the improvement of teacher and principal quality and by increasing the number of Highly Qualified teachers in the classroom.  Total funds requested are $2,409,655, and include roll-forward funds.  The grant period for this program is July 1, 2009, through June 30, 2010.

 

21.    Title II, Part D—Enhancing Education Through Technology  (Caudle/Medeiros)

 

A proposal for $69,100.65 (including roll forward) has been prepared for submission to the Florida Department of Education for Title II, Part D.  This is an entitlement grant that supports the development and implementation of technology standards through district schools.  It also provides teacher training in the technology standards.

 

22.    Title II, Part D—Enhancing Education Through Technology ARRA  (Caudle)

 

A proposal for $155,892.64 has been prepared for submission to the Florida Department of Education for Title II, Part D ARRA.  This is a one-time economic stimulus funding grant that supports the development and implementation of technology standards through district schools.  It also provides teacher training in the technology standards.

 

23.    Title III, English Acquisition Grant  (Caudle)

 

A proposal has been prepared for submission to the Florida Department of Education for a Title III, English Acquisition grant.  This grant funds a variety of activities for students who are classified as English Language Learner (ELLs).  Proposed program activities include teacher training in strategies designed to improve academic performance of students with limited English ability.  Funds are utilized, additionally, to provide tutoring, mentoring, and other academic enhancement services for limited English proficient students.  Grant funds also enable the District to purchase appropriate supplemental consumable supplies, books, dictionaries, software, and other materials for use in enhancing curricular offerings for ELLs.  The grant period for this program is July 1, 2009, through June 30, 2010.

 

24.    Title IV—Safe and Drug-Free Schools  (Caudle)

 

A proposal for $121,789 has been prepared for submission to the Florida Department of Education for a Safe and Drug-Free Schools (SDFS) Entitlement grant.  Project funds will be used to support peer-mediation counselors and to provide after-school tutoring; to provide stipends for teachers to attend in-service training sessions; to enable staff to attend SDFS meeting and workshops; to provide consultants; to support student field trips; and to purchase curriculum materials and supplies designed to improve safety and create a drug-free environment.

 

25.    Title X—Education for Homeless Children and Youth Grant ARRA Funds  (Caudle)

 

A proposal has been prepared for submission to the Florida Department of Education to request ARRA funds to supplement the District’s Education for Homeless Children and Youth grant for one year.  A total of $66,393 is requested to hire two part-time Attendance Liaisons who will support the Homeless Liaison in middle and high schools to reduce absenteeism, behavior referrals, suspensions, and retentions.  This proposal is for funding that will be in addition to the District’s competitive Homeless Education grant, which was submitted previously.

 

26.    Design Development/Construction Documents  (Gable)

 

a.      Design Development/Construction Documents for Project SBAC R0805—J. J. Finley Elementary School Roof Replacement Buildings 1 and 3

 

A/R/C Associates, Inc., Orlando, Florida, has prepared Design Development/Construction Documents for the construction of this project.  It is requested that the School Board approve these plans as presented.

 

b.      Design Development/Construction Documents for Project SBAC R0806—Ft. Clarke Middle School Gymnasium Roof Replacement Building 2

 

A/R/C Associates, Inc., Orlando, Florida, has prepared Design Development/Construction Documents for the construction of this project.  It is requested that the School Board approve these plans as presented.

 

27.    A. Quinn Jones Center Parking Easement for University House Apartments  (Gable)

 

On August 21, 2006, the School Board approved a Letter of Intent to grant an Easement to the Developer of the University House apartment complex, which is directly west and across N.W. 12th Street from the A. Quinn Jones Center.  The final agreement provides a perpetual easement for the developer’s use of 0.43 acre parcel of the A. Quinn Jones property for parking.  In exchange for this use the School Board will receive certain facility improvements, including improvements to two parking lots, additional decorative site fencing and a cover for the existing lighted hard court.

1.         Reappointments of School-Based and District-Level Administrators for 2009-10—Attachment D  (Longstreth)

 

RECOMMENDED ACTION:      The Superintendent recommends that the School Board approve the reappointment of School-Based and District Level Administrators for 2009-10 as presented in Attachment D.

 

2.         Advertisement of the 2009-2010 Proposed Tentative Millage and Budget  (Birkett)

 

A Public Hearing is scheduled for 5:30 p.m., Tuesday, July 28, 2009, for adoption of the 2009-2010 proposed Tentative Millage and Budget.

 

RECOMMENDED ACTION:      The Superintendent recommends that the School Board approve the 2009-2010 proposed Tentative Millage and Budget for advertising.

 

3.         Exceptional Student Education Policies and Procedures 2009-2010 through 2011-2012—First Reading  (Black)

 

RECOMMENDED ACTION:      The Superintendent recommends that the School Board approve the Exceptional Student Education Policies and Procedures 2009-2010 through 2011-2012 for advertising.
