RECOMMENDED ACTION:  The Superintendent recommends that the School Board approve the master plan prepared by Portal Architecture, Gainesville, Florida, as presented.

b. Bid Award for Project SBAC CA712—Santa Fe High School Academy of Veterinary Technology and Animal Science ..... Tougaw

Bids for the construction of this project were received on April 22, 1999. Recommendations will be presented.

The Regular Board Meeting will be recessed.

RECOMMENDED ACTION: The Superintendent recommends that the School Board adopt the school hours as presented.

d. Charter School Contracts ..... Boyd

A public hearing was held April 6, 1999, to consider the contracts for the following proposed charter schools:

(1) The Alachua Learning Center, Inc.—A new charter school to serve grades K-8 in

Alachua beginning with the 1999-2000 school year.

RECOMMENDED ACTION: The Superintendent recommends that the School Board approve the contract for The Alachua Learning Center, Inc., Charter School as submitted.

(2) The Expressions Learning Arts Academy, Inc.—A new charter school to serve grades 1-4 in Gainesville beginning with the 1999-2000 school year.

RECOMMENDED ACTION: The Superintendent recommends that the School Board approve the contract for The Expressions Learning Arts Academy, Inc., Charter School as submitted.

(3) The Love to Learn Educational Center, Inc.—A new charter school to serve grades 1-3 in Gainesville beginning with the 1999-2000 school year.

RECOMMENDED ACTION: The Superintendent recommends that the School Board approve the contract for The Love to Learn Educational Center, Inc., Charter School as submitted.

Flad and Associates, Gainesville, Florida, have prepared Design Development/Construction Documents for the construction of this project. It is requested that the Board approve these plans for submission to the Department of Education and establish a bid date for this project.

(b) Design Development/Construction Documents (DOE Phase II/III) for Project SBAC CA836--Prairie View Elementary School HVAC Replacement

Brian Cumming and Associates, Inc., Orlando, Florida, have prepared Design Development/Construction Documents for the construction of this project. It is requested that the Board approve these plans for submission to the Department of Education and establish a bid date for this project.

5. Blanket Utility Easement ..... Tougaw

Gainesville Regional Utilities is requesting a blanket easement for public utilities to serve Buchholz and Gainesville High Schools, and Lawton Chiles and Stephen Foster Elementary Schools. It is requested that the easement be granted.

6. Agreement with UF for use of O’Connell Center for Graduations ..... Boyd

This agreement is for the use of the O’Connell Center for June 4-5, 1999, by Buchholz, Eastside, Gainesville, and Santa Fe High Schools for rehearsal and graduation. Fees not to exceed $15,340.

7. Agreement for District Affiliation with The Florida High Sch. (Tier Two) .. Boyd

This agreement provides for a Tier 2 Affiliation Agreement with Collier County for the services of a teacher for computer programming. Funds for the position will come from FHS’s grant from the Legislature.

8. Textbook Adoption Recommendations ..... Boyd

The district’s instructional materials committees are recommending adoption of textbook recommendations for and implementation of the following programs in the fall of 1999, thereafter, subject to availability of funding: High School Law Studies, Personal Fitness, Economics Debate I-IV, Economics (Honors), World History, American History (Honors), Physics I, and Physics (Honors).

9. Multi-District Coop. Agreement for Programs for Deaf/Hard of Hearing .. Boyd

This agreement is with the following counties: Bradford, Columbia, Dixie, Gilchrist, Hamilton, Levy, Putnam, Suwannee, and Union. The agreement is established to serve deaf/hard of hearing students who have been determined in need of programs available in Alachua County Schools. The agreement is for the period July 1, 1999-June 30, 2000.

10. Multi-District Coop. Agreement for Programs for Physically Impaired ... Boyd

This agreement is with the following counties: Bradford, Columbia, Dixie, Gilchrist, Hamilton, Levy, and Union. The agreement is established to serve physically impaired students who have been determined in need of programs available in Alachua County Schools. The agreement is for the period July 1, 1999-June 30, 2000.

11. Comprehensive School Reform Demonstration Grant Program ..... Boyd

A proposal has been prepared for submission to the Florida Department of Education Comprehensive School Reform Demonstration Grant program. The program will provide teacher training in the Direct Instruction Reading Mastery model at all grade levels at Prairie View Elementary School.

12. Florida Learn and Serve ..... Boyd

Proposals have been prepared for continuation funding for service learning projects at Horizon/New Pathways Center, Loften High School, and Newberry High School. New service learning project in oral history is proposed at Oakview Middle School. A total of $53,671 is requested.

13. Florida Teacher Quest Scholarship Program ..... Boyd

Three proposals have been prepared for submission to the Florida Teacher Quest Scholarship Program. This program provides teachers with the opportunity to improve classroom instruction by enhancing their knowledge in scientific, mathematical, or computer applications. Teachers are employed in a technical capacity outside the school system during the summer when schools are not in session. Teacher Quest funds provide a portion of the teacher’s salary; the employer provides the balance of the salary.

14 Federal Grant Application for Public Charter Schools ..... Boyd

Three charter schools are applying for a Public Charter Schools Federal Grant. These schools are Alachua Learning Center ($50,000), Love to Learn Educational Center $50,000), and Expressions Learning Arts Academy ($70,000). Funds are being applied for start-up and implementation of the charter schools. The Einstein Montessori School will apply for this grant at a later date.

15 Alachua County Tobacco Free Partnership Grant ..... Boyd

Proposals are being submitted for funding to the Alachua County Tobacco Free Partnership Grant. A request for $17,315 will supplement the Performing Arts Summer Symposium (PASS) Program at the elementary school level. A total of $11,000 is requested for teacher training and materials for the Science, Tobacco, and You curriculum.

16. 1997 Technology Literacy Challenge Fund Grant ..... Boyd

A proposal has been prepared for funding to provide wiring, hardware, and software, and teacher training at Lake Forest and Rawlings Elementary Schools. A total of $400,000 is requested.
